construction market in the United States, and how this affects the need
for increased quality control efforts and verification of such efforts.
Our company consults with international risk taking entities, such as direct insurance writers, reinsurers, managing general agents, brokers and alternative risk financing markets. Our scope of work is to develop underwriting criteria, as well as audit compliance w&Mac245;th such standards. We work with builders across the country to improve their risk management skills, including quality control. As Chairman of the California Building Industry Association Task Force on Construction Defect Reform, as well as the Emergency Task Force on Insurance Availability, I have seen the need for increased risk management and quality control.
The number of insurance carriers writing residential and commercial liability insurance has never been lower. This is caused by the consolidation of the insurance and reinsurance markets, as well as the perception that construction is a high risk enterprise with negative loss histories.
Despite the gloomy state of insurance availability, homebuilders still need to have insurance and as such, much industry reform is taking place. One of the pnmary focuses in reform, in addition to legislative relief, is the improvement of quality control, as well as documentation of quality control efforts.
We believe that guality control verification, such as the services provided by your company, will be an increasing vital and mandatory component of ongoing insurance programs, including alternative risk financing programs such as captives, and legislative reform. As such, we applaud your efforts to increase the scope and reach of your services at this critical time.
In short, having worked in this industry since 1985, I have never seen a more opportune time for the extension of your services.
