QUALITY BUILT® LAUNCHES QB RAPID RESPONSE™
The Home Builder’s Management Tool for “Right-to-Repair” Laws and the Homeowner’s Claim Response

Orlando, FL — Quality Built, the nation’s largest construction risk management services firm, launched new web-enabled features to their proactive claims management program. Launched in response to California’s sweeping “Right to Repair” reform for new housing, the QB Rapid Response™ program is designed to help California builders comply with the law. The new program offers a well organized and easy-to-use document depository and claim response program to assist builders desiring claims and pre-litigation assistance, no matter how large or small. Builders can upload documents regarding projects and individual housing units should a homeowner claim arise and homeowners can file electronic claims via the Home ID™ website, www.HomeID.com. A special Home ID bar code will be assigned to each subscriber to the program, providing a unique “license plate” that is, literally, built in during the construction process.

“By providing advance digital archiving and inspections of claimants’ homes, Quality Built hopes to greatly expand its offering of post- construction services to the more than 80,000 homes it currently serves each year,” said Stan Luhr, CEO for Quality Built. “In some circumstances, the homebuilding industry lags behind other industries in technology and digital archiving, costing builders and insurers billions of dollars each year.” QB Rapid Response eliminates this risk by having important documents such as blueprints, soils reports and the homeowner’s claim in a digital format that can be promoted to insurers, subcontractors, and inspectors.

QB Rapid Response will have two builder enrollment options based on geographic location and new versus post-construction projects. Both options will offer document retention and depository as well as legal review and initial claims support. The program is for Quality Built clients who are already or plan to be enrolled in a Quality Built Quality Assurance Level 4 program. Insurers can also subscribe to the service, and have greater control over the claims process. Insurers benefit by having access to homeowner claims, inspection reports and recommendations.

Uploaded documents such as contracts, insurance certificates, engineering reports and approved plans and construction drawings are available to the builder, at any time and in electronic format; they are uploaded to designated folders and stored until the need arises. Also, builders may identify documents, photographs and forms that they would like to make available to the homeowner via the Internet as a part of their marketing plan and customer relations package. Furthermore, the program can provide electronic claims tracking forms and investigation protocol for resolution of claims. A handy maintenance manual will also be featured as a key element of the program. And depending on the options chosen by the builder, the program can be highly specialized or general in nature. Builders need not invest in expensive document software and hardware systems using this program, rather they can utilize the 75,000 sq. ft. Quality Built facility for digital scanning, uploading and storage.

Homeowners can make claims via the Internet, by visiting www.HomeID.com and using the electronic claims form button or by downloading a claims form and submitting it to Quality Built via regular mail. Upon receipt of claims, Quality Built will review and respond to claims within statutory time frames. Vendors, insurers and contractors will be notified and Quality Built will arrange for inspections of the reported item. Upon completion of the initial inspection, Quality Built will provide a written report complete with repair recommendations and cost estimates of the repair. Or, if necessary, Quality Built will coordinate a second inspection and testing with experts. Homeowners will receive a response to their claims in writing and where claims are inspected; a written report may include digital photo evidence and a written description, and a recommended scope of cost for repair will be prepared for the homeowner/builder.
